Review Windows Update log (%systemroot%\windowsupdate.log)http://support.microsoft.com/kb/906602

Download Windows update engine from here:

http://support.microsoft.com/kb/949104

Re-install it from the command line, append the following switch

WindowsUpdateAgent30-<platform>.exe /wuforce

http://technet.microsoft.com/en-us/library/bb932139.aspx
